College Place man may face felony exposure charges


WALLA WALLA -- A College Place man with a history of exposing himself may face felony charges after knocking on doors at two different homes Tuesday and exposing himself to women.

Walla Walla police arrested Cesar E. Ruiz, 25, of 614 S.E. Mockingbird Lane, College Place a couple of hours after receiving their first complaint. Ruiz was arrested for investigation of three counts of indecent exposure. The charge is normally a gross misdemeanor, but officials say since Ruiz has prior convictions for the same type of crime in Oregon he could be charged with felonies.

Walla Walla police Sgt. Matt Wood said the first call came around 11:45 a.m. Tuesday from a resident in the 00 block of Whitman Street.

A woman told police she received a knock on her door from a man asking for a person who does not live there. When she told him he had the wrong address, the man left. Minutes later the woman heard another knock on the door. She opened it to find the same man on her doorstep with his pants around his knees, exposing himself. Wood said another neighbor witnessed what was happening.

During the Police Department's search for the suspect, another call came in around 1:34 p.m. from the 900 block of South Second Avenue, where the suspect again exposed himself to a resident.

Wood said Ruiz was tracked down by police at Walla Walla General Hospital. He told police he was using the phone there to call someone for a ride. He was identified by witnesses at the scene, Wood said.
